Cabal

Every payment, backed by a complete compliance file.

REPSE management platform for hiring companies in Mexico that collects, validates and monitors the documents their specialized-service providers owe to SAT, IMSS, INFONAVIT and STPS, with an AI agent that checks each file on arrival and reminds each provider what is missing before it expires.

Problem

The friction it solves.

Since Mexico's 2021 subcontracting reform, the compliance of specialized-service providers is also the responsibility of the company that hires them. Without a complete file, the company cannot deduct the payment or credit its VAT (LISR art. 27 fr. V and LIVA art. 5 fr. II), and it shares liability if the provider fails its workers (LFT art. 15). Each provider owes monthly and four-monthly documents, and reviewing them by hand and over email leaves gaps that surface in an audit.

Features

What it enables in operation.

Each product combines user experience, data and operational workflows to simplify the process it serves.

AI document validation

Reads every PDF with OCR and every XML, validates CFDI invoices against SAT records and checks legibility, period, RFC and expiry. Anything that does not match is flagged for review, with the reason.

Daily official-list checks

Checks every provider each day against the SAT 69-B list and the UIF blocked-persons list, their SAT, IMSS and INFONAVIT compliance opinions and the validity of their REPSE registration.

Checklists by provider type

Define which documents each provider or service type delivers, on a monthly, bimonthly, four-monthly or annual schedule.

Provider portal

Each provider uploads documents by category, sees their delivery calendar and deadlines, gets the reason for any rejection right away and resolves questions with your team inside the portal.

AI communication agent

Reminds each provider what is missing by email, by WhatsApp for those who opted in and by phone call in critical cases, and answers their questions around the clock.

Alerts and approval workflows

Flags documents that are due, missing or rejected by email, dashboard and WhatsApp, escalating by severity. Your approvers accept or reject each document and the decision is logged.

Digital file and KPIs

Version history and an audit log, purchase orders, reports and invoices next to their legal evidence, and a dashboard with on-time delivery, upcoming expirations and red flags.

Benefits

Impact for business and operations.

  • Lowers tax and labor risk by catching non-compliance before an audit.
  • Saves review hours, since AI does the first pass and your team makes the call.
  • Keeps every file audit-ready, with documents, versions and decisions in one place.
  • Improves provider relationships, since providers know what they owe, when and why a document was rejected.

How it works

First you configure which documents each provider type owes and how often. Then each provider logs into their portal, sees what is due and uploads files by category. The AI agent reads every PDF and XML, checks period, RFC, legibility and expiry, and queries the official lists. Finally, your team approves or rejects, and everything stays in the file with versions and an audit log.

An AI agent that follows up

Cabal does not just wait for documents to arrive. Its agent sends the first reminder by email, a WhatsApp message a few days before the deadline to providers who opted in and, in critical cases, a call to the designated contact. It stops as soon as the document arrives, answers provider questions around the clock and hands your team the cases that need a person. Every interaction is logged.

Security for sensitive information

Documents and data are encrypted at rest with AES-256 and travel only over TLS 1.2 or 1.3. The platform runs with a minimum 99.8% monthly availability SLA, daily backups with restore testing, tamper-proof logs that can be exported to your SIEM and a five-year base retention period.

FAQ

Frequently asked questions.

What is REPSE and why do I need to monitor it?
REPSE is the STPS registry of specialized-service and specialized-works providers in Mexico. Since the 2021 subcontracting reform, companies can only hire specialized services from registered providers and must keep their tax and social security documentation to deduct the payment and avoid joint liability.
Which documents does Cabal monitor?
Those required by SAT, IMSS, INFONAVIT and STPS, such as tax returns, compliance opinions, social security payments, payroll CFDI, ICSOE and SISUB filings, REPSE registration, contracts, invoices and service evidence. You decide which ones each provider type must deliver.
What does the AI decide and what does my team decide?
The AI reads, extracts data and flags what does not match, such as a wrong period, a different RFC or an unreadable or expired file. Final approval is given by a person on your team and is logged.
How do my providers get onboarded?
You add them one by one or with a bulk upload from Excel. Each provider gets access to their portal and sees exactly which documents they owe and their deadlines.
Is Cabal affiliated with the STPS?
No. Cabal is a CAPS Technology service and is not affiliated with the STPS or any other authority.
